The Rehabilitation Act of 1973 was America’s first civil rights law for people with disabilities. Section 504 has two main purposes. One is about removing barriers for students with disabilities in K–12 public schools. The other is about protecting kids and adults with disabilities from discrimination in school settings and beyond. 504 accommodations are based on access needs to the education program. Americans with Disabilities Act (ADA) is a federal civil rights law. It makes it illegal to discriminate against people with disabilities at work, in school and in public spaces. ADA works in tandem with other education laws affecting children with learning and thinking differences, such as Section 504 of the Rehabilitation Act and the Individuals with Disabilities Education Act (IDEA).
